Li Qiang talks with German Chancellor Scholz

Premier Li Qiang held talks on the afternoon of April 16 at the Great Hall of the People in Beijing with German Chancellor Scholz, who is in China on an official visit.

Li Qiang said that this year marks the 10th anniversary of the establishment of the all-round strategic partnership between China and Germany. With the joint efforts of both sides, the overall development of China-Germany relations has been smooth, and positive progress has been made in dialog and cooperation. President Xi Jinping met with Mr. Chancellor this morning and reached a series of important consensus, pointing out the direction for the further development of China-Germany relations. China is willing to continue to work with the German side to enhance mutual understanding and trust in dialogue and realize mutual benefits and win-win cooperation, so as to push China-Germany relations to a new level and achieve new results for the betterment of the people of the two countries and the common development of the world.

Li Qiang pointed out that the two sides should give full play to the role of the Sino-German government consultation and other levels of dialogue mechanisms, integrated planning, coordinated promotion of cooperation, promote more optimized and balanced development of bilateral trade, to create a new growth point of cooperation in new energy automobiles, the digital economy, artificial intelligence, green development, and to further expand the exchange of personnel, and to make greater efforts to support exchanges and cooperation in localities, culture, sports, youth, education, scientific research and other fields. China's determination to expand the high level of openness is unwavering, and it is willing to import more high-quality products from Germany, and will continue to provide a better business environment for German and other enterprises to invest and prosper in China. It is hoped that the German side will relax restrictions on the export of high-tech products to China and take practical measures to provide a fair, transparent and non-discriminatory business environment for Chinese-funded enterprises in Germany.

Li Qiang emphasized that we should look at the issue of production capacity objectively and dialectically from the perspective of the market and global vision, and from the perspective of economic laws. To the market perspective, the amount of capacity is determined by the relationship between supply and demand, supply and demand balance is relative, imbalance is common, moderate production over demand is conducive to full competition and survival of the fittest. With a global perspective, supply and demand are global, the capacity of different countries is determined by their respective comparative advantages, as long as the strengthening of cooperation, we can develop together. China's new energy industry advantage is gained by true ability, shaped by full market competition, rather than formed by government subsidies. The high-quality production capacity that China's new energy industry continues to provide will make an important contribution to global green development. China is willing to work with Germany and the European side to adhere to fair competition and open cooperation. It is hoped that the European side will uphold the principles of marketization and fairness and use trade remedy measures prudently.

Mr. Scholz said that China is an important partner of Germany. Germany is willing to work with China to strengthen dialogue and communication at all levels, deepen cooperation in the fields of finance, agriculture, green transformation and renewable energy, promote culture, education, sports and people-to-people exchanges, and jointly deal with global challenges such as climate change, so as to push forward the development of the all-round strategic partnership between Germany and China. Germany appreciates China's visa-free entry policy for Germany and is willing to provide more convenience for Chinese citizens to go to Germany. Germany opposes "decoupling" and trade protectionism, and is willing to work with China to create a level playing field and expand cooperation between the two sides.

The two premiers agreed to implement the outcomes of the seventh round of China-Germany government consultations and the third China-Germany High-Level Financial Dialogue, organize the first China-Germany High-Level Dialogue on Climate Change and Green Transformation, the new China-Germany High-Level Security Dialogue, the 26th China-Germany Joint Commission Meeting on Science and Technology Cooperation, and other institutional dialogues, get ready for the next round of government consultations, and continue to deepen the cooperation in the fields of economy, trade, investment, science and technology, industry, humanities and other areas.

After the talks, the two premiers attended a symposium of the China-Germany Economic Advisory Council, witnessed the signing of a number of bilateral cooperation documents on automated connected driving, recycling economy, prevention and control of mad cow disease, and quarantine of fresh apples exported to China, and met with journalists together.

Before the talks, Li Qiang held a welcome ceremony for Scholz at the square outside the east gate of the Great Hall of the People.
