After analysis and judgment, Gulou District Government immediately started the "Nanjing Gulou District Emergency Response Plan for Environmental Emergencies" Ⅳ emergency response, for the characteristics of the sudden water pollution incident, in accordance with the requirements of the "one river, one policy, one map", quickly set up by the Gulou Ecological and Environmental Protection Bureau Secretary Tang Jun as the commander-in-chief of the scene of the emergency response command, and set up a pollution disposal, emergency monitoring 7 working groups, such as pollution disposal, emergency monitoring, to carry out emergency response in an orderly manner.
The exercise also used a drone to observe the location and scope of the pollution cluster, set up oil booms 50 meters upstream and 150 meters downstream of the accident point; set up VOCs monitoring points at sensitive points within 500 meters downwind of the accident point; set up petroleum monitoring points 30 meters upstream of the water body at the accident point, 100 meters downstream, and 300 meters downstream, respectively, and adjusted the scope of the oil boom prevention and control in a timely manner based on the on-site meteorological and hydrological data, and use the absorbent felt to collect and clean up pollutants in the river.
The entire exercise covered the information received, start the response, consultation and judgment, on-site monitoring, pollution source investigation, emergency response, information dissemination, etc., testing the Gulou District, the convergence of the emergency response plan for environmental emergencies and operability, testing the environmental emergency response to emergencies of water pollution, "a river, a policy, a map," the actual use of the ability to apply the effectiveness of the application.
